Kenyataan Akhbar KPK 26 Mei 2020 – Situasi Semasa Jangkitan Penyakit Coronavirus 2019 (COVID-19) di Malaysia

STATUS TERKINI KES DISAHKAN COVID-19 YANG TELAH PULIH

Kementerian Kesihatan Malaysia (KKM) ingin memaklumkan bahawa terdapat 62 kes yang telah pulih dan dibenarkan discaj pada hari ini. Ini menjadikan jumlah kumulatif kes yang telah pulih sepenuhnya dari COVID-19 dan telah discaj daripada wad adalah sebanyak 6,041 kes (79.4 peratus daripada jumlah keseluruhan kes).

STATUS TERKINI KES COVID-19 DI MALAYSIA

Sehingga 26 Mei 2020 pukul 12:00 tengah hari, terdapat 187 kes baharu yang telah dilaporkan. Ini menjadikan jumlah kes positif COVID-19 di Malaysia adalah sebanyak 7,604 kes. Oleh itu, jumlah kes aktif dengan kebolehjangkitan COVID-19 adalah 1,448 kes. Mereka telah diasingkan dan diberi rawatan.

Sehingga kini, seramai lapan (8) kes positif COVID-19 sedang dirawat di Unit Rawatan Rapi (ICU). Daripada jumlah tersebut, lima (5) kes memerlukan bantuan pernafasan.

Daripada maklumat terkini yang dilaporkan ke Crisis Preparedness and Response Centre (CPRC) Kebangsaan, dimaklumkan bahawa tiada kes kematian berkaitan COVID-19 setakat ini. Justeru, jumlah kumulatif kes kematian COVID-19 di Malaysia kekal sebanyak 115 kes (1.51 peratus daripada jumlah keseluruhan kes).

Ingin dimaklumkan daripada 187 kes baru yang dilaporkan, 10 kes adalah kes import yang mendapat jangkitan di luar negara (iaitu tujuh (7) warganegara Malaysia dan tiga (3) pemastautin tetap / pasangan kepada warganegara Malaysia). Daripada 177 kes penularan tempatan, 173 kes adalah bukan warganegara Malaysia di mana 155 kes telah dikesan di Depot Tahanan Imigresen (DTI) Bukit Jalil, dan 13 kes daripada Kluster Pengawal Keselamatan Cheras.

Kes penularan tempatan di kalangan warganegara Malaysia adalah empat (4) kes sahaja.

SITUASI TERKINI KLUSTER DEPOT TAHANAN IMIGRESEN (DTI) DI SEPANG, BUKIT JALIL DAN SEMENYIH

KKM ingin memaklumkan status terkini ketiga-tiga kluster Depot Tahanan Imigresen di Sepang, Bukit Jalil dan juga Semenyih, iaitu seperti berikut:

STATUS TERKINI KLUSTER-KLUSTER TAPAK PEMBINAAN 

Sehingga 26 Mei 2020 jam 12 tengah hari, KKM telah mengesan sebanyak 3 buah kluster yang melibatkan tapak pembinaan. Setakat ini, 88 kes positif COVID-19 telah dikesan dari semua tapak pembinaan tersebut, iaitu:

1. Kluster Tapak Pembinaan Kuala Lumpur di mana daripada jumlah 488 sampel yang telah diambil:

• • 31 kes positif COVID-19 dikesan yang merangkumi 29 warga Bangladesh dan dua (2) warga Indonesia;
  • 457 kes negatif COVID-19.

2. Kluster Tapak Pembinaan Setia Alam di mana daripada jumlah 91 sampel yang telah diambil:

• • 13 kes positif COVID-19 dikesan yang terdiri daripada semua warga Bangladesh;
  • 78 kes negatif COVID-19.

3. Kluster Tapak Pembinaan Kuala Lumpur 2 di mana daripada jumlah 350 sampel yang telah diambil:

• • 44 kes positif COVID-19 dikesan yang merangkumi 34 warga Bangladesh, sembilan (9) warga Indonesia dan satu (1) warga Malaysia; (dikesan pada 25 Mei 2020)
  • 306 kes negatif COVID-19.

Ingin dimaklumkan bahawa kluster-kluster ini dikenalpasti susulan arahan saringan pekerja asing bagi industri pembinaan terutamanya di zon merah di Selangor dan Wilayah Persekutuan Kuala Lumpur. Ini adalah sepertimana yang telah ditetapkan oleh Majlis Keselamatan Negara (MKN). Setakat 26 Mei 2020, seramai 27,383 pekerja di tapak binaan telah disaring COVID-19 oleh majikan masing-masing.

Jabatan Kesihatan Wilayah Persekutuan (JKWP) Kuala Lumpur dan Putrajaya juga telah mengenakan perintah tutup tapak pembinaan dan rumah kongsi yang terlibat dengan Kluster Tapak Pembinaan Kuala Lumpur 2.

Proses pembersihan dan nyah kuman di tapak pembinaan serta rumah kongsi berikut sudah mula dilaksanakan. Terima kasih diucapkan kepada pihak Lembaga Pembangunan Industri Pembinaan Malaysia (CIDB) yang giat menjalankan pemeriksaan tapak-tapak pembinaan bagi memastikan Prosedur Standard Operasi (SOP) dipatuhi sepanjang tempoh Perintah Kawalan Pergerakan Bersyarat (PKPB).

ISU PENGINAPAN SEMPIT / SESAK YANG MENGAKIBATKAN PENULARAN JANGKITAN COVID-19

Sehubungan penularan kes positif COVID-19 di tapak pembinaan, KKM mendapati bahawa antara punca utama penularan kes COVID-19 di kalangan pekerja bukan warganegara bagi kluster-kluster tapak pembinaan adalah seperti berikut:

• Penginapan yang sesak dan mempunyai ruang yang sempit mengakibatkan tiada amalan penjarakan sosial (social distancing) antara satu sama lain di tempat penginapan;
• Amalan tahap kebersihan diri dan persekitaran yang kurang memuaskan.

Majikan adalah bertanggungjawab untuk memberi pendidikan kepada para pekerja tentang amalan kebersihan dan langkah pencegahan. Majikan juga harus memastikan amalan-amalan ini bukan sahaja diamalkan di tempat kerja, malahan adalah penting langkah-langkah pencegahan turut diamalkan di tempat penginapan pekerja. Tindakan ini dapat mengurangkan risiko penularan jangkitan COVID-19 dari tempat penginapan ke tempat kerja dan sebaliknya.

Para majikan dikehendaki memastikan langkah-langkah berikut adalah dilaksanakan di tempat kerja:

• Penyediaan tempat mencuci tangan atau hand sanitizer;
• Amalan jarak sosial selamat iaitu sekurang-kurangya 1 meter termasuk di ruang kerja dan ruang makan seperti:-
• Elakkan pekerja berkumpul di ruang sempit (confined space)
• Elakkan terlalu ramai pekerja bersama pada satu masa (crowded place)
• Amalkan jarak 1 meter semasa bertutur (close conversation)
• Kerap melaksanakan proses nyah kuman dan nyah cemar terutamanya di ruang guna sama;

Walaubagaimanapun, pematuhan kepada SOP di tempat kerja akan menjadi sia-sia sahaja sekiranya majikan tidak proaktif dalam memastikan langkah-langkah pencegahan penularan COVID-19 turut diambil dan diikuti oleh pekerja di tempat penginapan mereka seperti berikut:

• Elakkan 3C / 3S seperti yang telah disarankan;
• Pastikan katil atau tempat tidur disusun mengikut penjarakan sekurang-kurangya 1 hingga 2 meter antara satu sama lain;
• Elakkan penyediaan makanan secara berkumpulan atau beramai-ramai;
• Elakkan makan beramai-ramai di ruang makan;
• Pastikan tempat tonton TV atau ruang rehat tidak sesak pada masa yang sama;
• Pastikan kebersihan tempat penginapan termasuk tandas dan persekitarannya dijaga dengan kerap menjalankan sanitasi dan pembersihan tempat penginapan masing-masing.

Penyelesaian masalah penginapan pekerja asing ini memerlukan pendekatan yang menyeluruh secara bersepadu daripada semua pihak. Arahan Majlis Keselamatan Negara agar saringan COVID-19 dijalankan di kalangan warga pekerja asing industri pembinaan di Selangor dan Wilayah Persekutuan Kuala Lumpur adalah satu langkah berjaga-jaga yang memberi status kesihatan pekerja pada masa itu sahaja, sebelum mereka dibenar bekerja semula. Namun yang lebih utama adalah amalan langkah-langkah pencegahan penularan jangkitan ini. Mencegah penyakit sememangnya lebih baik daripada merawati.

NASIHAT KESIHATAN BERKAITAN COVID-19

KKM menyeru Rakyat Malaysia agar terus mempraktikkan norma dan kebiasaan baharu dalam kehidupan seharian. Patuhi segala nasihat dan saranan KKM, antaranya:

• Elakkan 3S / 3C: iaitu elakkan kawasan yang sesak (Crowded place), elakkan kawasan yang sempit (Confined space) dan elak sembang atau bertutur dengan jarak yang dekat (Close conversation).
• Amalkan 3W: iaitu kerap mencuci tangan dengan air dan sabun (Wash), sangat digalakkan memakai alat penutup hidung dan mulut (face mask) di tempat awam atau jika bergejala (Wear), dan (Warn) iaitu amaran dari KKM yang lebih berkonsep peringatan seperti:
  • Elak bersalaman / bersentuhan;
  • Amalkan etika batuk dan bersin;
  • Dapatkan rawatan segera jika bergejala;
  • Duduk di rumah dan elakkan amalan kunjung-mengunjung;
  • Lakukan aktiviti disinfeksi dan pembersihan di kawasan yang kerap disentuh.

Orang ramai dinasihatkan untuk sentiasa ingat kepada S.O.P, iaitu:

• S: Syarat-syarat seperti yang ditetapkan di bawah PKPB;
• O: Orang yang berisiko tinggi seperti kanak-kanak, bayi, warga emas dan orang kurang upaya (OKU) perlu dilindungi, individu tidak sihat dan bergejala dikehendaki segera menjalani pemeriksaan kesihatan;
• P: Penjarakan sosial (social distancing) diamalkan pada setiap masa iaitu sekurang-kurangnya 1 meter.

KKM akan terus memantau perkembangan kejadian jangkitan di dalam negara, dan juga luar negara melalui maklumat yang diperolehi daripada pihak Pertubuhan Kesihatan Sedunia (WHO). Orang ramai akan sentiasa dimaklumkan sebarang perkembangan terkini mengenainya. Begitu juga, KKM akan memastikan langkah pencegahan dan kawalan yang sewajarnya adalah dilaksanakan secara berterusan.

UPDATES ON THE CORONAVIRUS DISEASE 2019 (COVID-19)

SITUATION IN MALAYSIA

Current Status of Confirmed COVID-19 Cases Who Have Recovered

26 May 2020 – The Ministry of Health (MOH) would like to inform that 62 cases have fully recovered and discharged well today. Cumulatively, 6,041 confirmed COVID-19 cases have fully recovered (79.4% of total cumulative cases).

Current Situation of COVID-19 in Malaysia

26 May 2020, 12 pm – A total of 187 additional confirmed COVID-19 cases were reported to the National Crisis Preparedness and Response Centre (CPRC) MOH today. Cumulatively there are now 7,604 confirmed COVID-19 cases in Malaysia. Therefore, there are currently 1,448 active and infective COVID-19 cases. They have all been isolated and given treatment.

Currently, eight (8) confirmed COVID-19 cases are receiving treatment in intensive care units (ICU), and of these, five (5) cases are on ventilation support.

Fortunately, no additional COVID-19 death was reported to the National CPRC MOH today. Cumulatively, there are 115 COVID-19 deaths in Malaysia (1.51% of total cumulative cases).

Of the 187 additional cases reported today, 10 are imported cases who were infected overseas (7 Malaysians and 3 permanent residents / spouses to the Malaysians). Out of the 177 local transmission cases, 173 cases were amongst non-Malaysians, of which 155 cases were detected at Bukit Jalil Immigration Detention Centre, and 13 cases from the Cheras Security Guards Cluster.

Local transmission amongst Malaysians are only four (4) cases.

Current Status of the Sepang, Bukit Jalil and Semenyih Immigration Detention Centres Clusters

MOH would like to inform on the current status of the three clusters in Sepang, Bukit Jalil and Semenyih Immigration Detention Centres, as follows:

Current Status of Construction Sites Clusters

As of 26 May 2020, 12 pm, MOH has detected 3 clusters involving construction sites. To date, a total of 88 confirmed COVID-19 cases have been detected from all of these construction sites:

1. Kuala Lumpur Construction Site Cluster, from which a total of 488 samples were taken:

• • 31 confirmed COVID-19 cases were detected, involving 29 Bangladeshi nationals and 2 Indonesian nationals
  • 457 tested negative for COVID-19

2. Setia Alam Construction Site Cluster, from which a total of 91 samples were taken:

• • 13 confirmed COVID-19 cases were detected, all Bangladeshi nationals
  • 78 tested negative for COVID-19

3. Kuala Lumpur Construction Site 2 Cluster, from which a total of 350 samples were taken:

• • 44 confirmed COVID-19 cases were detected, involving 34 Bangladeshi nationals, 9 Indonesian nationals and 1 Malaysian (detected on 25 May 2020)
  • 306 tested negative for COVID-19

These clusters were identified following instructions for screening of foreign workers in the construction industry, particularly in the Red Zones in Selangor and the Federal Territory of Kuala Lumpur. This is exactly as what was directed by the National Security Council (NSC). As of 26 May 2020, a total of 27,383 workers at these construction sites have been screened for COVID-19 by their employers.

The Federal Territory of Kuala Lumpur and Putrajaya Health Department has ordered the closure of the construction site and housing facilities related to the Kuala Lumpur Construction Site 2 Cluster.

Cleaning and disinfection activities at the construction sites and housing facilities have been initiated. MOH thanks the Malaysian Construction Industry Development Authority (CIDB) for diligently inspecting construction sites to ensure that the Standard Operating Procedures (SOPs) are complied with during the period of the Conditional Movement Control Order (CMCO). 

Crowded and Cramped Housing Causing the Transmission of COVID-19 Infection

In relation to the transmission of COVID-19 infection at construction sites, MOH has found that one of the major contributing factors for COVID-19 infection transmission amongst non-Malaysian workers at these construction sites clusters are as follows:

• Cramped housing facilities with limited spaces, resulting in lack of social distancing practices of individuals within the housing facilities
• Unsatisfactory practices of personal hygiene and unsanitary environment

Employers are responsible for educating employees on good hygiene practices and preventive measures. Employers should also ensure that these practices are not only practiced in the workplaces, but more importantly that these preventive measures are also practiced in their housing facilities. This can reduce the risk of transmission of COVID-19 infection from the housing facilities to the workplaces, and vice versa.

Employers are required to ensure that the following measures are implemented in the workplaces:

• Provision of hand washing facilities or hand sanitisers
• Safe social distancing of at least 1 metre is practiced in workplaces and dining areas such as:
  • Avoid workers gathering in confined spaces
  • Avoid too many workers at any one time in any spaces (crowded places)
  • Avoid close conversation, by keeping a distance of at least 1 metre away while talking to others
• Regularly carry out disinfection and decontamination activities especially in commonly shared spaces

However, compliance with the SOPs at workplaces will be in vain if the employers are not proactive in ensuring that COVID-19 prevention measures are taken and complied with by the workers at their housing facilities, as follows:

• Avoid the 3Cs as recommended
• Ensure that the beds or sleeping areas are arranged so as to keep a distance of at least 1 to 2 metres apart from each other
• Avoid preparing food and meals in groups or involving too many people
• Avoid eating together in the dining room or area
• Ensure that the TV room or common room are not too crowded at any one time
• Ensure the cleanliness of the housing facilities, including the toilet and its surroundings are maintained with regular cleaning and disinfection

The solution to the issues relating to the foreign workers’ housing facilities will require a comprehensive and integrated approach from all parties. The NSC’s directive that COVID-19 screening be carried out among foreign workers in the construction industry in Selangor and the Federal Territory of Kuala Lumpur is a precautionary measure, as the screening determines the workers’ health status at the time of testing only, before they are allowed to work again. More importantly are the practices to prevent the spread of this infection. Prevention is better than cure.

Health Advisory on COVID-19

MOH calls on all Malaysians to continue to practice the new norms and new normal in everyday life. The public must continue to comply to all MOH’s recommendations and advisories, including:

• Avoid the 3Cs: Crowded places; Confined spaces; and Close conversations
• Practice the 3Ws: Wash hands frequently with water and soap; Wearing facemasks are strongly encouraged in public areas or if symptomatic; Warn self and others for the following, in line with MOH’s advisories:
  • Avoid shaking hands or touching others
  • Practice good coughing and sneezing etiquette
  • Seek early treatment if symptomatic
  • Stay at home and avoid from visiting others
  • Regularly clean and disinfect commonly touched surfaces in common areas

In addition, the public is advised to continue to adhere to ThIS:

• T: Terms and SOPs set under the CMCO
• Hi: High-risk groups such as children, infants, older adults and the disabled must be protected, and if unwell with symptoms, to seek early treatment
• S: Safe social distancing is practiced at all times, of at least 1 metre away from others

MOH will continue to monitor the development of the COVID-19 situation, both in the country as well as internationally, based on available information from the WHO. The public will be continuously updated on the latest information. In addition, MOH will ensure that appropriate preventive and control measures are continuously implemented.
