Malaysian Health Data Warehouse (MyHDW) is a dedicated system optimised for analysis and reporting with data that is integrated, interoperable and comprehensive. It is built to interoperable based on national health informatics standards. The system has an overarching health care system governance called Data and Information Governance Committee (DIGC). All Information is available in ‘right time’ on the notion of ‘build once use many’ with the objective of reducing the burden of data collection and processing. This implies where possible aligning primary and secondary data used consideration with the capability to support many reports and analysis tools and interfaces. Data Quality is of the highest level and supported through appropriate methods, tools and techniques by implementing secure and privacy sensitive access.
The IT processes in MyHDW are quite sophisticated. However, the process of information flow and integration are rather simple. As the patient goes to the hospital and clinics, primary data used are keyed in into respective Hospital Information System (HIS) by the users. These system are developed, running and managed independently. Therefore, the information and system management, plus data security are under the responsibility of each respective system administrators.
Information stored in each HIS are primary data used. These HIS systems would then integrate with another IT system or software called SMRP (Sistem Maklumat Rawatan Pesakit), whereby data in SMRP are secondary data used. Hospitals or clinics without HIS would use the web-based SMRP to key in the required data. SMRP stores information such as the patient’s demography, admission and discharge information, including clinical diagnosis and procedures done. MyHDW simply integrate with SMRP from all participating hospital and clinics, so that the relevant information from SMRP could be channeled into MyHDW. Similarly, data from Patient Registry Information System (PRIS) such as Cancer Registry, Non Communicable Disease Registry and National Obstetrics Registry will also be channeled into MyHDW as another source of data.
MyHDW has multiple built-in processes to de-identify personal data, whereby anonymous ID are given to each individual person in the system (Pseudonymisation Service). Therefore, the final data that can be reviewed by the system administrator or user would be completely anonymous. There will be no personally identifiable information (PII) revealed, such as names, IDs (including IC, army and police number, passport number, etc.) and addresses, which potentially identify a specific individual.
These data would then undergo cleansing and verification in the software (Extract, Transform and Load – ETL) before it can be stored in a big data pool or ‘warehouse’. The data from this warehouse can be loaded into each respective modules such as Business Intelligence (BI) that can carry out certain function such as Fixed Format Report, Adhoc Query, Dashboard or other applications such as MyHarmony. The data could also interface with Geographical Information System (GIS).
MyHDW’s privacy and security are governed by Data and Information Governance Committee (DIGC). The development in the roll-out does not violate the provisions in the Personal Data Protection Act (PDPA) and while for data collection from private healthcare facilities fulfil the clause stipulated under the Private Healthcare Facilities and Services Act, Act 586. The security of MyHDW also comply the Public Sector Cyber Security Framework (RAKKSSA).
There are data and information that will be made available for public viewing, which is categorized as open data (https://myhdw.moh.gov.my/). Health data are not shared with insurance companies or third parties. Some data and information are for targeted viewers with selected access. This access is determined by the DIGC.
